Indonesia is a country prone to experiencing natural hazards and disasters, which have frequently damaged public infrastructure, including hospitals. The role of hospitals crucial alleviate the impact disasters. However, there still lack study that analyzes factors influence readiness in emergency situations. Filling this gap, aim paper analyze rank across West Java Yogyakarta, by resilience their management approaches. This research seeks measure hospital resiliency during emergencies Results indicate disaster coordination, response recovery planning, communication information management, logistics evacuation, human resources, finance, patient care support services, decontamination security are key attributes for decision-making matrix. Based on Hospital Safety Index tool, proposes Emergency Disaster Management (HEDM) index combining sub-attributes using Technique Order Preference Similarity Ideal Solution (TOPSIS) as multi-attribute technique. concludes anticipated benefits analyzing HEDM identification most susceptible based levels areas prioritization important resource allocation budget planning.
